On a technicality no, it’s not required to have IRP & IFTA to cross out of your home state tagged for 26,001lbs or more..
But you’ll go broke buying trip permits without them, & the hassle won’t be worth it..
So unless it’s a one off deal, you’ll want both IRP & IFTA..
