one of several things could have happened…
1) wild animals (the 4 legged type), raccoons, bears(?), homeless dogs
2) the weather, maybe a strong wind/storm went thru there
3) kids walking by and kicked them over
4) homeless people looking for food
5) not enough employees’ on duty to police the trash barrels.
